It looks at the council, the press, the pressures, the policy makers and the problems of running a city. 

If that sounds a bit dry, honestly, it's not. What is striking reading this is that it was published in 1970 but in many ways it seems a timeless tale - of differing opinions, pressure groups and difficult decisions. A really interesting historical perspective of local government.
